I'll give my vote for Freddy Krueger, his is a great character, burnt face, Red and green sweater, The glove and his humor, Freddy is my number one vote.

If you take the first times you ever saw the characters, I go with Freddy. He was SCARY. Every time I watch the first NOEM, I get chills. But, if you look at the entire work of each, I go with Jason. Even thought his surrounding films get worse and worse, he almost always stays the same awesome being that he always was. But then they made Jason X and all of that goes out the window.

I'll base my opinion on fright factor so Jason's stalking just doesn't do it for me. I know his victims just can't seem to move fast enough to escape, but they're idiots. As for hiding in wait for victims, again there's at least opportunity to escape. Dreams on the other hand seem uncontrollable.
So comparing the fear of being chased (I have been) to the fear I've felt in my nightmare, I have to go with Freddy.
