Wow, that is on the small side. My wife's hometown is about the same population. Otherwise it might be hard for me to imagine that. The town I grew up in is the smallest place I've lived and that was around 35,000 at the time. Anyway, alot of smaller libraries form co-ops with larger ones. Maybe that would be a possibility for your branch too. More realistically, there are rental services similar to Netflix that loan books for a monthly flat fee. If you consider the fact that new paperbacks are $8 per, that might be a good option.
Regardless of how, you gotta jump on some Ray Bradbury stories. Everything I've read by him has always been fun.
